This is in response to the Punk Rock Marching Band (or whatever they were called, I can't remember). See their white hats poking up in the background. Ryan felt it was a great scam to distract all the vendors and allow little theives to run in and snag merchandise while no one was looking. Thankfully he didn't fall for this ruse!
